The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Equivital Inc., to provide supplies for the study entitled “Heat-related changes in cognitive performance.” CDC seeks to acquire the supplies for the study entitled “Heat-related changes in cognitive performance.” A critical component of our division’s heat stress research is the collection of physiological heat stress data from our study participants in the form of core body temperature and heart rate data. Last year we purchased Equivital’s Software Development Kit license that was used to update a heat stress app developed by NIOSH for data collection. The SDK license requires annual renewal, and therefore, the re-purchasing of the SDK license will allow our heat stress research to continue. The temperature capsules are required to allow investigators to monitor participants’ body temperature, a critical aspect of our heat stress research. Because we have purchased Equivital equipment to monitor physiological heat stress data from our participants, all future purchases must be compatible with Equivital equipment. Only Equivital equipment and licenses can be used with our current equipment. No other vendor can provide compatible licenses and equipment. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
