The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Continuous Learning Group, Inc. (Alula) for consulting services for organizational culture change development and implementation. The purpose of this acquisition is the successful support and implementation in strategy, organizational processes, and leadership of a science-based approach to organizational change. Alula is an organizational management firm that uses a structured research-based framework to help build organizational culture and a high-performance organization. Given the high-risk industry that mining is, a management firm working with PMRD needs to have personnel delivering the contract who have experience in working with mining organizations and have been on site at mining organizations, specifically in dangerous underground operations. Personnel delivering this contract need to have a Doctorate in Behavioral Science given the high educational backgrounds of PMRD leaders. In addition, personnel delivering this contract need to have direct, explicit and extensive background consulting in the mining industry for at least 10 years, consulting in government, delivering safety leadership in high-risk industries for at least 10 years and personal experience serving in executive or senior leadership positions in organizations for at least 10 years. All these criteria must be met in an individual directly delivering on this contract. Alula has consultants who meet all these criteria. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
