The contractor shall develop a new, facility-wide WMP during the base year and provide ongoing maintenance and updates during option years. Services include quarterly and semi-annual verification site visits, cooling tower sampling, and domestic water sampling for Legionella, heterotrophic plate count (HPC), and E. coli. The period of performance includes a base year and four option years. The WMP shall comply with ANSI/ASHRAE Standard 188-2021, CMS QSO 17-30, CDC guidance, CDPH AFL 18-39, the USEPA Safe Drinking Water Act, and applicable Environment of Care standards. The contractor shall perform system identification, hazard analysis, control measure planning, monitoring, corrective action planning, and testing for cooling towers, domestic water systems, and associated mechanical equipment. The contractor shall provide all labor, supervision, materials, tools, travel, equipment, and expertise necessary to ensure FYHC water systems remain compliant, safe, and effectively managed throughout the period of performance.
