Evaluation: FAR 52.212-2 Evaluation -- Commercial Items (completed as follows): (a) The Government will award a firm fixed price Purchase Order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, with the technical requirements and past history performance being more important than pricing. The following factors shall be used to evaluate offers: Best Value (see criteria below) Pricing Pricing will be evaluated by adding the Base Year and the out years together for a comprehensive price. Technical Vendor shall provide installation, training, delivery, standard parts, labor, regularly scheduled preventative maintenance, and onsite and remote support. The unit must include a built-in LSO (Line Scanning Laser Ophthalmoscope) Fundus Camera The unit must have an exact scan pattern of 200x200 in a 6mmx6mm cube for Glaucoma Scan. Unit must provide for Anterior Segment scan that is at minimal 15.5 mm in length x 5.8 mm in depth, which is the full view of the Anterior Chamber. The unit must be able to compare 9 tests in one glance under the GPA Glaucoma Progression Analysis in one (1) view. (2 baseline, 7 subsequent visits.) Unit must be able to offer Ganglion Cell Progression Analysis that will review the previous 8 tests of a single eye. Vendor technicians shall have authorized certification from the OEM to perform service and repair Vendor shall remove the old unit. Minimum Product Standards This element is pass/fail and not compared to other proposals. Installation and Delivery Warranty Service Plan and Preventative Maintenance Parts Coverage On-site or Remote Service Response Time Past History Performance Vendor shall submit at minimum 3 past history performance records. Comparative Analysis - Price will evaluated on base plus option year pricing (combined). - Comparison will be on the following elements: - Equipment - Operations and Maintenance - Migration and Implementation - Past Performance - Offers shall submit a list of proposed equipment that meets the requirements of the statement of work.
