This synopsis is hereby issued in accordance with FAR Part 5.203 and FAR 13.106-1(b)(1)(i) in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce the Indian Health Service’s (IHS) intent to negotiate a Firm Fixed Price sole source contract with KAT Communications, located at 1025 North 3rd Street Bismarck, ND 58501, to develop and air IHS public health content for public health outreach and increase the number of American Indian/Alaska Natives (AN/AI) receiving public health information via GoodHealth TV. This work is intended to support the IHS mission seeking to improve overall health outcomes, decrease complications of chronic illnesses, promote healthy behaviors and increase individual’s abilities to learn how to effectively conduct self-managed care. Only one (1) source, KAT Communications, is available to fulfill the Government’s requirement to provide GoodHealth TV. GoodHealth TV is a unique healthcare facility subscription-based television system that is a health education network designed to connect American Indians and Alaska Natives (Al/AN) to critical health education information, local programs and services available in community settings. The subscription based television system encourages viewer engagement with programming that is culturally reflected and community connected. Under the anticipated acquisition, the contractor will provide content that is uplifting and empowering to reach a broad Al/AN audience with helpful wellness information that can be shared and applied. In addition, Kat Communications (via GoodHealth TV) remains a unique source, due to their distribution network currently located within AI/AN communities, such as IHS facilities, tribal facilities, schools, colleges, and urban Indian health facilities throughout the country. For the reasons stated above, the Government intends to negotiate a sole source purchase order with KAT Communications. The estimated total price over a two (2) year period (consisting of a one-year base period, and one-one year option period, to be re-assessed annually prior to option exercise) is $632,320.00 THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, however, interested firms may submit a capability statement in response to the above requirement with pricing information by March 8th, 2025 @ 2:00 PM Eastern Time to Christopher McGucken, Contracting Officer, E-Mail: Christopher.McGucken@ihs.gov . A determination not to open competition based responses to this notice is solely within the discretion of the Government.
