NOTICE OF INTENT TO SOLE SOURCE: G-Invoicing and Audit Work Support This synopsis is hereby issued in accordance with FAR Part 5.203 and FAR 13 in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce the Indian Health Service’s (IHS) intent to modify existing order GS-35F-0263P/75H70421F80015 with Guidehouse, Inc. located at 2941 Fairview Park, Dr. Falls Church, VA 20424-4543 to include an additional change management resource to support the current scope of services. This additional resource is required to support for g-Invoicing activities within the Division of Systems, Review Procedures (DSRP). The contractor shall perform change management activities for DSPR work within the Office of Finance and Accounting, and duties will include: G-Invoicing change management activities, collecting walkthrough requests and general walkthrough questions, creating and managing G-Invoicing standard operating procedures, and facilitating meetings and trainings. Only one (1) source, Guidehouse, is capable of providing the required support for the IHS’ g-Invoicing activities. Under the current scope of GS-35F-0263P/75H70421F80015, Guidehouse is currently providing the agency with support daily processing of financial transactions, inclusive of technical and business operation services, which includes support for the Unified Financial Management System (UFMS), as well as support for related special projects and initiatives- specifically g-Invoicing. Additional support from Guidehouse to support IHS g-Invoicing is critical due to the Treasury mandated go-live date of Sep-2025. Additionally, should another source be considered to perform the support required it would result in unacceptable delays in performance due to specialized knowledge of current IHS systems and operations required that would incur additional costs in the terms of onboarding, training and acclimation.
