This synopsis is hereby issued in accordance with FAR Part 5.203 and FAR Part 13.5 in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce the Indian Health Service’s (IHS) intent to negotiate a Firm Fixed Price sole source contract with Stryder Corp dba Handshake located at 255 Bush St. Suite 1200 San Francisco, CA 94104 to acquire tools to support engineering and technical position recruitment to support the Office of Environmental Health and Engineering (OEHE) Sanitation Facilities Construction (SFC) Program within the IHS over the next several years, due to an increase of SFC funding under the Infrastructure Investment and Jobs Act (IIJA) (P.L 117-58). Only one source, Stryder Corp (dba Handshake), is capable of fulfilling the Government requirement. This allows for recruitment of university students and early alumni talent through a centralized, intuitive system. Stryder Corp is the only source that incorporates an exclusive partnership with the universities, students, and employers which would allow IHS to reach potential applicants unlike any other available platforms. This licensing will allow the IHS to post jobs and provide IHS access to university validated candidate profiles with academic enrollment data in real-time. IHS will be able to search for candidates efficiently and connect with quality candidates through the platform. Under this acquisition the Government intends to purchase the following: Five (5) Premium Handshake Licenses, inclusive of the talent engagement suite, federal expert assistance (program management), virtual event management, and school explorer. Advocate Role License The anticipated period of performance will be will for one (1) base year period, and four (4) one-year option periods. Total anticipated cost is $776,568.00.
