This combined RFI/Sources Sought Notice is for market research and acquisition planning for HRSA’s Countermeasures Injury Compensation (CICP) Reconsideration Panel Support Services requirement and is not a solicitation or commitment to award. HRSA seeks industry and small-business feedback, including from capable 8(a), HUBZone, SDVOSB, WOSB, and other small businesses. The notice asks whether some or all services could transition to a performance-based firm-fixed-price structure consistent with Executive Order 14402, dated April 30, 2026, and whether the requirement is sufficiently defined for realistic FFP pricing and reasonable performance and cost risk allocation. It also requests feedback on alternative or hybrid contract structures, performance measures, pricing methodology, workload assumptions, transition requirements, small-business capability, and the CICP requirement generally. Information may refine the acquisition strategy, PWS, IGCE, QASP, and any future solicitation; responses are voluntary and unreimbursed, and proprietary information should be clearly identified.
