The Department of Health and Human Services intends to negotiate on a sole source basis with the BetterUp Inc. Background The Department of Health and Human Services (HHS), Office of Human Resources (OHR) provides human resources services and human capital programs that foster and promote employee engagement, maximize talent, and leverage diversity to ensure HHS is well-positioned to provide critical health and human services for the American people. Objective Increase the effectiveness and leadership competencies of the HHS program participants through coaching engagements designed to target specific areas such as improved leader competence, awareness of participants’ actions as executives and senior leaders, and how others perceive the senior leader. Period of Performance The contract period of performance is 12-months from the date of contract award. Scope OHR is seeking individualized executive coaching services at the Senior Executive Service (SES), Senior Leader (SL), Scientific Professional (ST), and GS14-15 levels. The contractor shall provide customized coaching engagements for a total of 50 HHS executive leaders (users). ***“The contractor, BetterUp, Inc. has developed and has sole proprietary rights to a unique virtual platform that provides expert custom coaching, immersive training, real time reporting analytics, and 24/7/365 support to both program leaders and executive coaching clients. This combination of factors is not currently available through any other known coaching service or vendors in the market. This leadership and development effort has a global reach that benefits executives at all levels. **** Responses The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. If you believe you can provide the items or services requested, all responsible sources may submit a capability statement, which shall be considered by the agency, to the Contracting Specialist, Shirlene Smith, at Shirlene.Smith@psc.hhs.gov referencing notice number HHS-OAMS-NOI-23-OS308211 by 12:00 P.M. on June 16, 2023. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5.
