The Department of Health and Human Services intends to negotiate on a sole source basis with Copial Business Strategists LLC. Description: The Office of Human Resources (ASA/OHR) within the U.S. Department of Health and Human Services (HHS) leads many programs and initiatives that are implemented by staff employed by HHS Operating Divisions and Staff Divisions. OHR must provide technical guidance and other supports to these division-level staff to enable them to be successful, which in turn leads to overarching HHS success. Examples of such programs and initiatives include the annual Federal Employee View Point Survey (FEVS), Feds Feed Families, and Public Service Recognition Week. Additional programs and initiatives as feasible are Performance Management Month, Benefits Open-Enrollment, and various Future of Work initiatives. The Deputy Secretary has set engagement-related 2024 goals for the Department that are directly or indirectly related to the OHR programs and initiatives. To support goal achievement, OHR is seeking additional vendor support. Scope of Work The scope of work is the provision of graphics design and motion video production. Only some design tasks are known at this time and these graphics may need to be modified to facilitate better use by OHR division-level partners. HHS/OHR is seeking to purchase the Design Pickle Graphics subscription with Technical Support. Contract period: The Period of Performance shall be a base period of twelve (12) months with two (2) 12-month optional periods, currently estimated as: Base Period: September 30, 2023 – September 29, 2024 Optional Period 1, Year 2: September 30, 2024 – September 29, 2025 Optional Period 2, Year 3: September 30, 2025 – September 29, 2026 Responses The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. If you believe you can provide the items or services requested, all responsible sources may submit a capability statement, which shall be considered by the agency, to the Contracting Officer, Anne Mineweaser, at anne.mineweaser@psc.hhs.gov referencing notice number HHS-OAMS-23-NOI-OS318049 by 12:00 P.M. on September 19, 2022. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
