This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small business; HUB Zone small businesses; service-disabled, veteran-owned small businesses, 8(a) small businesses; veteran-owned small businesses; women-owned small businesses; or small disadvantaged business; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Purpose and Objectives: The major objective of this requirement is to provide computing services to the NCI. The scope is divided into eleven fully integrated and cohesive task areas. The eleven task areas are: Task Area 1. Project Management/Core Services Task Area 2. Data Management Task Area 3. Computer Programming Task Area 4. Computing Infrastructure Services Task Area 5. Website Development Task Area 6. Systems Design and Development Task Area 7. Reports and Manuscripts Preparation Task Area 8. Management of NCI Data Task Area 9. Evaluation of NCI Data and Projects Task Area 10. Technical and Administrative Support Task Area 11. Statistical Methodology and Program Support Project Requirements: A copy of the draft Statement of Work (SOW) pertaining to this requirement, which is subject to revisions, is attached to this notice. Anticipated Period of Performance: The anticipated period of performance inclusive of options, for this proposed acquisition is May 16, 2021 – May 15, 2026. The Government anticipates awarding one IDIQ contract as a result of this procurement. Capability Statement/Information Sought: Offeror’s must provide a response that addresses all the requirements set forth in this notice, including, but not limited to: Any offeror’s capability statement must include the following core competencies: Data Management support; Computing Programming including hosting and developing websites; System Design & Development; as well as Statistical and Data Analysis support. Offeror’s must provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), Women-Owned Small Business, Hub Zone Small Business woman-owned, etc.) pursuant to the applicable NAICS code 541511 and any other information that may be helpful in developing or finalizing the acquisition requirements. The response must include the offerors' technical and administrative points of contact, including names, titles, addresses, telephone, and e-mail addresses. Offeror’s possessing experience and demonstrated capability to accomplish the aforementioned requirements and level of effort are to supply pertinent information in sufficient detail to demonstrate their ability to perform the required services. Information furnished must not exceed 10 pages (12-point font minimum), including all attachments, resumes, charts, etc.; and should include an outline of previous or similar projects performed. All responses must include an indication of current certified small business status, and clearly marked on the first page of the capability statement. Information Submission Instructions: All capability statements sent in response to this Small Businesses Sources Sought notice must be sent electronically (via email) to Rachel Weiszer, Contracting Officer at rw17g@nih.gov in either MS Word or Adobe Portable Document Format (PDF) by April 27, 2020, 4:00 PM, EST. All responses must be received by the specified due date and time in order to be considered. CAPABILITY STATEMENTS RECEIVED AFTER THAT DATE AND TIME WILL NOT BE CONSIDERED.
