"The Biomedical Advanced Research and Development Authority (BARDA), within the Administration for Strategic Preparedness and Response (ASPR) at the U.S. Department of Health and Human Services (HHS) intends to use responses to this notice for planning potential future acquisitions related to the establishment of BARDA’s new Rapid Response Partnership Vehicle. BARDA’s Rapid Response Partnership Vehicle is a novel multiple-purpose acquisition vehicle designed to solicit future medical countermeasures (MCM) products, from early-stage development, through advance development, procurement, sustainment and commercialization, including manufacturing infrastructure development. The Rapid Response Partnership Vehicle reimagines how BARDA will partner with product developers prior to and during a pandemic response. The program is designed as a single vehicle to advance health security, enhance preparedness, and respond to the next pandemic or public health emergency. This Sources Sought Notice is not a solicitation; nor does it commit HHS to issue a solicitation, make any award, or pay any costs associated with responding to this notice. Rather, it is being released to obtain availabilities, capabilities, and other pertinent marketplace data to strengthen BARDA’s understanding of organizations’ current and future capabilities to address the requirement.
