The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to University of Maryland, Joint Program in Survey Methodology (JPSM). The Joint Program in Survey Methodology (JPSM) is designed to provide JPSM students with training, mentoring, and career development opportunities to enhance educational and career goals as they relate to the organization's function within CDC. The JPSM Junior Fellowship Program is a summer internship program and cooperative venture of the lnteragency Council on Statistical Policy (ICSP) and the JPSM. The JPSM is funded primarily by the ICSP at the University of Maryland to provide graduate educational programs for the next generation of technical staff in the federal statistical system. The knowledge required is not typically found in a single academic discipline, but a variety of substantive fields including statistics, sociology, economics, epidemiology, computer science, and psychology. The work involves the use of statistics to guide the design of data collection efforts, and ways to summarize the information obtained; psychology to construct survey questions so that the questions are comprehended as intended ; and computer science to aid in the collection, processing, and analysis of data and working closely with National Center of Health Statistics (NCHS) . This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within ten (10) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
