The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Thermo Environmental Instruments LLC a part of ThermoFisher Scientific for two (2) PDM 3700 Personal Dust Monitors. The research being conducted in the Health Hazards Prevention Branch of the National Institute of Occupational Safety and Health (NIOSH) is to reduce respirable coal dust exposures to mine workers and to reduce accumulations of float coal dust, which pose an explosion hazard to all underground coal miners. As part of this research, it is necessary to quantify the sources of respirable and float dust and to evaluate controls designed to combat the hazards posed by these dusts. Mass based sampling instruments provide the most accurate measurement for this work. If the concentrations of respirable and float coal dust can be monitored and recorded on a time basis it allows researchers better identify float dust sources and improve the evaluation of proposed controls. The PDM 3700 Dust Monitor is the only available commercial instrument that is mass-based, records real-time data, and is approved by the Mine Safety and Health Administration (MSHA) for use in underground coal mines This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
