The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Thermo Electron North America, LLC for the acquisition of a ThermoFisher Scientific Trace 1310 Gas Chromatograph with accessories and installation. This particular system has an additional column and detector to allow for double the sampling rate and improved sample resolution. The Trace 1310 has been selected for the ETB Pittsburgh lab because the branch already has a Trace 1310 in the Morgantown lab. Having two of the same system allows for interlaboratory comparisons and sharing of workload to improve productivity and decrease testing turnaround times. Parts and technical expertise on the systems will be able to be shared, and a backup would be available if one system would break during a time of critical testing. For compatibility, interoperability, and COVID-19 time constraints, the requested GC system has been limited to a specific model, manufacturer, and vendor. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within ten (10) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
