The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Tinius Olsen. This procurement is for a Video Extensometer System for use with Tinius Olsen 200,000 lb testing machine and software to operate system The Tinius Olsen unit is the only available option that will interface with our current software and allow us to do synchronized data collection and analysis. Tinius Olsen is the only company that provides a Video Extensometer system that will integrate with our Horizon testing software. This will allow the Spokane Research lab to: (1) Obtain accurate strain measurements on soft materials without affecting the material properties of the sample. (2) Provide a time stamped video of the testing. (3) Allow synchronized collection of Force, Displacement, and Strain data. (4) Provide an interface that is consistent with current testing protocols and requires little training to implement. Tinius Olsen is also a highly reputable company that has fixed and maintained the equipment at our Spokane Campus without fault or compromise, making them the preferred contractor. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within four (4) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
