The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Synergy America, Inc. Substantial expertise is required to efficiently navigate organizational processes for development and publication of HL7 and IHE implementation guides, profiles, and models. HL7 and IHE use iterative processes based on consensus decision-making. Knowledge of historical consensus input and decisions is needed to ensure the related edits in the HL7 or IHE products are not unintentionally changed. In addition, in-depth knowledge of the structure and uses of occupational data for health (ODH) is required to maintain alignment across the multiple HL7 and IHE products related to ODH. Synergy America has been working on ODH products in HL7 and IHE and has the longitudinal knowledge necessary to continue the work No other service providers were considered because it is critical to have the historical knowledge to efficiently accomplish the work. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within four (4) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
