The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to University of Cincinnati to assess a data analysis method for determining the duration of a lifting task using motion data acquired by multiple inertial measurement unit (IMU) wearable sensors worn by workers performing lifting tasks in the field. Specifically, the contractor is required to assess the feasibility of using a machine learning approach to determine the duration of a two-handed lifting tasks using motion information from IMU sensors worn by workers in the field. The development of the direct-reading risk assessment technology addresses the strategic goals of the NORA manufacturing sector and MUS cross-sector programs. This requirement is to assess the feasibility of a machine learning algorithm for lifting risk classification for determining the timing of lifting tasks in the field and requires the continuity of the data analysis for this NIOSH project. The University of Cincinnati is the only entity in possession of the proprietary algorithm used in previous NIOSH experiments. This proprietary algorithm is needed for this requirement in order to maintain continuity of data analysis. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
