The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to the Workmens Compensation Research Institue (WCRI) for the study leverages with existing workers’ compensation (WC) systems and state/national expertise in claims analyses. The purposes of this study to evaluate the long-term impact of COVID-19 among workers within the WCRI partner state. Workers’ compensation (WC) invloving large existing administrative data collection systems that have been successfully utilized by several organizations and states for occupational research. WC bureaus and insurers also have extensive employer and worker networks to ensure study findings are rapidly disseminated to inform the ongoing response. The Workers Compensation Research Institute (WCRI) collects detailed WC claims information from 27 states representing more than 75% of the US insured workforce. The NIOSH Center for Workers' Compensation (CWCS) has partnered with WCRI in the past to sponsor recent research to understand ways to improve the care of injured workers, including correlates of opioid dispensing by industry, occupation and worker outcomes. Leveraging this prior work, NIOSH is sponsoring new WCRI studies to examine the long term impact of COVID-19 on injured workers. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within eleven (11) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
