The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to the University of Florida- Lead Biostatistician for on-going work with The Respiratory Protection Effectiveness Clinical Trial (ResPECT) is a prospective, investigator-blind, cluster-randomized, multi-site clinical trial that began in 2010. In 2015, study participant interaction was completed and in 2016, the last laboratory sample was analyzed. Data cleaning and primary analyses were completed in 2017. Between 2010 and 2019, nine peer-reviewed papers were published in scientific journals and 29 scientific abstracts were presented at professional meetings. Numerous additional scientific papers remain to be published. Their Lead Biostatistician has extensive experience as a Professor at Johns Hopkins University and the University of Florida working on related CDC and other federally funded clinical studies. This department is an internationally recognized as an expert on the type of study being conducted and he has been instrumentally involved in ResPECT, as the lead biostatistician and epidemiologist, since inception in 2010. The Lead Biostatistician’s extensive knowledge and experience will allow successful completion of this project. The current work on this study, and collaborative efforts on related studies, position the University of Florida’s Lead Biostatistician as uniquely qualified and is the most effective person to deliver these needed skills and capabilities to CDC/NIOSH. The involvement will provide for an effective and efficient ways, with respect time, money, and human capital, to complete ResPECT planned papers that will be written. Furthermore, the expertise and involvement with this research since its inception in 2010 is required in order to ensure that the data analysis methodologies. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
