The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Gregory Dale Kearney, MD for the Consulting Services for the development and cognitive testing of 20 toolbox talks for landscaping and tree care workers. This includes 1) developing a mutually agreed upon plan and timeline for completing the project, 2) creating and soliciting feedback on a prototype and then all 20 toolbox talks, 3) conducting cognitive testing on all 20 toolbox talks with landscaping and tree care workers and supervisors, and 4) finalizing and submitting all 20 toolbox talks to NIOSH along with a report detailing the development of the toolbox talks and the cognitive testing method and results. Dr. Kearney is currently an Associate Professor of environmental and occupational health and the founding program director for the Doctor of Public Health program in environmental and occupational health in the Brody School of Medicine, Department of Health at East Carolina University. The doctor is the only known academic/researcher in the nation who has conducted research related to landscaping worker safety and health. He has published multiple peer reviewed journal articles on landscaping and groundskeeping worker safety and health and has the relevant knowledge, expertise, and connections to develop and conduct cognitive testing on toolbox talks for landscaping and tree care workers. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
