The Centers for Disease Control and Prevention, National Institute of Occupational Health and Safety (NIOSH) intends to award a sole source firm fixed price purchase order to Bio-Rad Laboratories, for the Bio-Plex 200 Array reader. The Bio-Plex 200 system is used for quantifying up to 100 target proteins in a single biological sample using a multiplex immunoassay format. The system can analyze mouse and human biological samples for various cytokines and other biomarkers of exposures. These analyses have been used previously by the Occupational Allergy Team (HELD/ACIB) and the demand for these analyses has increased with upcoming studies. The Bio-Plex 200 system will save the lab time and resources currently spent developing and standardizing assays. The Bio-Rad multiplex systems are currently used by CDC laboratories and purchase of their system will not require approval of additional software for data collection and analysis, as it has already approved for use at CDC. Additionally, the Bio-Rad systems allows for the use of kits and reagents used in previous studies conducted by the Occupational Allergy Team and study collaborators for continuity of analysis. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within twelve (12) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
