The Centers for Disease Control and Prevention intends to award SUBJECT TO THE AVAILABILITY OF FUNDS a sole source firm fixed price purchase order to TSI Incorporated, for the purchase of the Scanning Mobility Particle Sizer. This SCANNING MOBILITY PARTICLE SIZER instrument is capable of accurately detecting and characterizing particulate matter size and number as a function of time. This capability is essential for the characterization of peracetic acid (PAA) particle formation and reaction dynamics generated during the use of PAA during occupational cleaning activities. TSI’s unique feature of this instrument is the capability to measure and count particles from 10 nanometers to 1000 nanometers in size over minute time intervals. This affords the ability to investigate the near real time dynamics of particulate matter formation. TSI offers more particle size bins versus 59 (TSI SMPS), small sample volume, nor the time resolution (approximately 64 seconds between samples) needed to characterize the particle formation rates and size distribution dynamics from experiments conducted in 100L Teflon sampling chambers. Compatibility with other TSI particle characterization systems used in the laboratory allows multiple instruments that function off the same software platform. This notice of intent is not a request for competitive quotations; however, all responses received within fourteen (14) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1).
