The Centers for Disease Control and Prevention intends to award a sole source firm fixed contract extension to Gainwell Technologies LLC, 355 Ledgelawn Dr. Conway, Arkansas, 72034-9501., in relation to it’s ongoing support of Immunization Information Systems for the following jurisdictions: California, Georgia, Hawaii, Idaho, Iowa, Maine, Maryland, Nebraska, New York, North Carolina, Oregon, Virginia, Wisconsin. This notice is provided in accordance with FAR 5.203(a). This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements”. Gainwell currently provides support for Immunization Information Systems for the jursidictions listed above via contractual relationships directly with these jursidictions. CDC needs to award contracts to augment technical support services for IIS in these jurisdictions. It is not feasible for CDC to award a contract to any contractor other than Gainwell. It would be disruptive and inefficient to have two IIS vendors or system integrators providing the same type of operations, maintenance and enhancement services to a single IIS. To use two vendors would cause a duplication of costs and would violate software development best practices. Therefore the software and system changes contemplated in this requirement can only be performed by the vendor which is currently providing operations and maintenance support to these particular IIS jurisdictions, Gainwell. All responsible sources may submit a capability statement, proposal or quotation to Matthew Nelson, Contract Specialist, at mnelson2@cdc.gov, which shall be considered by the agency. The deadline for submissions is 1PM EST May 15, 2024. The Government will review any/all information submitted to determine if other responsible sources exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement.
