The U.S. Food and Drug Administration (FDA), National Center for Toxicological Research (NCTR) requires complete roof and deck structure tear-down and replacement of Bldg. 5(D), to include interior area demolition and renovation, and re-location of FDA scientific and animal-care personnel. The project scope consists of two phases as follows: Phase 1 – Relocation of diet prep personnel and equipment Construct the new diet prep spaces including IT/Data room in 5(C); Install new campus fiber optic lines to replace the ones in 5(D) prior to 5(D) roof demolition (Project Manual, Division 26, Electrical); Complete the construction of the phase 1 diet prep relocation to facilitate relocation of 5(D) scientific personnel prior to roof demolition; Relocate existing autoclave (sterilizer) in 5(D)-106 at end of Phase 1 work to facilitate continued use of autoclave; Relocate 5(D) scientific personnel to new diet preparation spaces in 5(C); Relocate existing exhaust fans located on 5(D) roof area to 5(C) roof area (Project Manual, Division 23, HVAC, and Mechanical Drawings); Install new fiber optic communication lines (Project Manual, Division 27, Communications); Install new walk-in cooler (Phase 1, Electrical Drawings). Phase 2 – Bldg. 5(D) roof replacement Roof work to commence only after 5(D) occupants and equipment are relocated and new fiber optic lines are installed; Remove and replace roof portion identified as Phase II “A” on mechanical drawings to allow 5(C) occupants access to existing restrooms (exit access shown to remain on drawings); Phase 2 B – Remove and replace roof portion identified as Phase II “B” on mechanical drawings to allow 5(C) occupants access to existing restrooms (exit access to remain as shown on drawings). Magnitude of Construction is between $4,000,000 and $5,000,000. Acquisition is 100% set-aside for HUBZone concerns. The applicable North American Industry Classification System (NAICS) code for this acquisition is 238160 (Roofing Contractors) with a Small Business Size Standard is $16.5 million dollars. The anticipated release date of solicitation/request for proposal (RFP) number FDA_SOL_1222237 is on or about February 27, 2020 with a closing date on or about March 27, 2020. The resultant contract will be Firm Fixed Priced (FFP). The anticipated award date is on or around June 1, 2020. Period of Performance: 540 calendar days after issuance of Notice to Proceed.
