This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to negotiate and solicit with only one source, Strohman Enterprise 7494 Industrial Park Rd. Ste H Mechanicsville VA 23116 for Service for Garmin InReach Explorer+ Satellite Communicators under the authority of FAR (13.106(b)(1)(i). This is not a request for competitive proposals; however, any responsible offeror may submit a quote which will be given due consideration by the agency. (ii) This acquisition is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-03. (iv) For purposes of this acquisition, the associated NAICS code is 517410. The small business size standard is $44.0 million. This action is being solicited as a small business set aside. (v) Line-Item Structure: The following is a list of line-item number(s) and items, quantities and units of measure, (including option(s), if applicable) and should be reflected in the Offeror’s quote/proposal: Line Item 0001 – Base Year: June 1, 2023- May 31, 2024 Line Item 0002 – Option Year 1: June 1, 2024- May 31, 2025 Line Item 0003 – Option Year 2: June 1, 2025- May 31, 2026 (vi) Specifications/Requirement: The Contractor shall provide Basic satellite subscription activation plans for 125 Garmin InReach Explorer+ devices to access the Iridium® satellite network for tracking and messaging functions, including SOS. • 125 devices will require active service for 12 months each year • Ability to view and manage devices and account features online • Unlimited interactive SOS with 24/7 search and rescue monitoring center • Two-way messaging via the global Iridium® satellite network • Send and receive text messages to SMS and email • Send and receive messages with other inReach users and ability to exchange locations • Send route selection to MapShare portal for safety tracking • Track and share location on web-based MapShare • Suspend service capability is required for some devices (if necessary, due to hurricane seasonality, theft, or other unforeseen event) plus the ability to reactivate services. (vii) Delivery: No shipment of any physical units is necessary for this service contract.
