The following changes were done 1) included HHSAR clause 352.231-70 2) included 52.227-14 Alt II per the attachment guidance that the contractor needs to identify Restricted Rights Notice in their proposal 3)There FDA does not anticipate subcontracting possibilities considered under this requirement as the data is wholly owned by the eventual contractors awarded the contract and it is anticipated that the labor effort would be completed by employees of the company.
