Access to Food and Cosmetic Product and Packaging Databases
The contract seeks a commercially available, regularly updated database and full technical, management, and support services to give FDA immediate automated access to US processed/retail food (minimum 400,000 current and over 2 million historical products), dietary supplements (minimum 100,000), cosmetics (minimum 300,000), and optional restaurant/menu items (minimum 50,000), including package images, label attributes, ingredients, allergens, claims, certifications, and market/sales information. Task areas include project management, data access, data collection, and training support, with unlimited access for up to 200 FDA personnel via external web browsers, multi-variable searching, exports, APIs, secure FTP/cloud delivery, and raw data files at least quarterly. The contractor must maintain above 98% QA/QC accuracy, provide documentation within 14 days of contract start, submit a work plan within 10 days of award, deliver monthly status reports, and provide a final report 10 days before the end of each period of performance. Ongoing support must be available during business hours (9:00 a.m.–5:00 p.m. Eastern Time), with technical issues resolved within 5 business days or an agreed timeframe, and up to two one-day training sessions per year, plus optional on-demand sessions under the IDIQ. FDA also requires data disclosure clearance support for sharing aggregated or raw data with third parties and collaborative research projects.
