The FDA’s Office of Cosmetics and Colors, Division of Color Certification and Technology, seeks a turn-key inductively coupled plasma mass spectrometer (ICP-MS) to replace an existing Agilent 7800 and maintain uninterrupted color certification activities. The system must be a compact benchtop instrument with a kinetic energy discrimination-capable collision/reaction cell, high-matrix sample introduction, autosampler, automatic dilution, single-software control, and specified performance capabilities, including Agilent 7850/SPS4/ADS 2 or equal components. The contractor must provide all hardware, software, initial-qualification consumables, on-site installation, 3-day training/application consulting, a comprehensive spares kit, and a 1-year warranty with unlimited on-site visits; optional service agreements for three additional years are to be priced but are not obligatory for FDA to purchase. Performance location is the FDA Office of Cosmetics and Colors, Room 1059, 4300 River Road, College Park, MD 20740. The period of performance begins on the date of formal government acceptance and continues through the end of the manufacturer’s warranty period.
