The FDA’s Division of Color Certification and Technology seeks a new inductively coupled plasma mass spectrometer (ICP-MS) to replace an Agilent 7800 purchased in May 2016, whose guaranteed support ends October 2028, to avoid interruption of color certification activities. The system must be a compact, turn-key, new bench-top ICP-MS with autosampler, advanced dilution, collision/reaction cell, single hyperbolic quadrupole, vacuum/cooling, gas flow control, and Windows-based software, plus installation, training, spares, and a one-year warranty with unlimited on-site visits; optional service agreements for three additional years are requested but not obligating. It must meet detailed performance requirements for low-level element concentrations and ratios, high matrix tolerance, interference removal, sensitivity, stability, and automated tuning/operation. Place of performance is FDA’s Office of Cosmetics and Colors, 4300 River Road, College Park, MD 20740. Performance begins upon formal government acceptance and continues through the end of the manufacturer’s warranty period, with optional service agreements not exercisable until after the standard warranty expires.
