This is a Sole Source Procurement. OBJECTIVES The objective of this acquisition is to use AnyLogic Software for simulation modeling. AnyLogic simulation software shall provide the ability to simulate the performance of business processes and help give insight into how business process changes affect resource requirements and the time to complete tasks. This insight is key to CDRH’s ability to determine resources needed for key processes and communicate the need for changing resources to internal and external stakeholders. REQUIREMENTS The contractor shall provide proprietary COTS AnyLogic software that meets or exceed the following salient characteristics: • Software shall be capable of developing models using three simulation methods: discrete event, agent based, and System Dynamics. The three methods shall have the capability to be combined in multiple ways to simulate complex business processes. • Software shall provide flexibility on modeling results to stakeholders in tabular format as well as 2D and 3D animated graphics and can include simulations in management dashboards. • Software shall support Monte Carlo, Sensitivity Analysis, and Parameter Variation experiments to provide insight into how randomness and parameter changes affect model behavior. Maintenance/Technical Support • Shall provide support via telephone and/or web conference Mon. through Friday during established business hours. • Licenses shall include maintenance, support, and any upgrades necessary to maintain the system. Instructions to Quoters: 1. Quoters shall submit a complete pricing for all products listed in this RFQ. Partial quotes will not be considered. Incomplete pricing or pricing with omissions may not be considered for award. 2. Quoters should ensure that their initial submission represents their best pricing and that all information is provided to determine technical acceptability. The Government will not research items to determine compatibility; all information regarding compatibility must be contained within the quotation. 3. Quotations shall meet all the requirements of this solicitation in order to be considered technically acceptable. 4. Quoters shall submit all assumptions in their quotation. 5. Quote shall be valid for 30 days 6. Quoter shall be an Original Equipment Manufacturer, authorized reseller and/or servicing agent of the software manufacturer. 7. Quotes shall meet all the salient characteristics of this solicitation. Quotes should contain all requirements outlined in Section 3 of this solicitation. 8. Quoters shall submit all applicable terms and conditions in full text as attachments, appendix, or exhibits. 9. Quoters shall submit Section 508 Product Accessibility Templates (PAT) in full text with their quotations.
