Objective The FDA CBER Office of Biostatistics and Epidemiology is seeking Sentieon software or equal for the HIVE. Enterprise level products such as HIVE require software to provide uninterrupted stability and functionality. The Sentieon software will be integrated into the HIVE platform to facilitate use for researchers and reviewers across the FDA. Requirements The Contractor shall provide Sention Software or equal that is or supports the HIVE by providing an additional suite of bioinformatics secondary analysis tools that process genomics data with high computing efficiency, fast turnaround time, exceptional accuracy, and 100% consistency. Salient Characteristics and Specifications for Sentieon Software: If proposing an equivalent solution, the Contractor shall ensure that the proposed solution meets the following salient characteristics. Compatibility: The functional specifications of the software are as follows: Shall provide software containing a full suite of Sentieon Analysis Pipelines & Tools, including alignment, germline SNV/INDEL Variant calling, Somatic SNV/INDEL Variant calling, structural variant calling, Joint calling, BCL-FASTQ Tool and RNA Variant Calling. Shall provide accelerated BWA-MEM and GATK compliant pipelines. Shall provide rapid turnaround time and cost reduction and consistency Shall allow for an easy deployment of their software to run on any generic CPU based computing system; easy to deploy on-premise or in the cloud. The contractor shall provide support as follows: A guide for the software that documents server management, user authentication, access and security configuration. Enterprise Support- dedicated customer support by their team of expert scientists and engineers. Priority Email Support- Email support with an eight (8) hour response turnaround during Eastern Standard Time Zone business hours Instructions to Offers/Evaluation Criteria Please read these instructions carefully. All items required to be included in the quotation as delineated in these instructions must be provided in Quoter’s quotations. A. Instructions to Quoters: Quoters shall submit a complete pricing for all products listed in this RFQ. Partial quotes will not be considered. Incomplete pricing or pricing with omissions may not be considered for award. Quoters should ensure that their initial submission represents their best pricing and that all information is provided to determine technical acceptability. The Government will not research items to determine compatibility; all information regarding compatibility must be contained within the quotation. Pricing format should be similar to the table in section 5 Quotations shall meet all the requirements of this solicitation in order to be considered technically acceptable. Quoters shall submit all assumptions in their quotation. Quoter shall be an Original Equipment Manufacturer, authorized reseller and/or servicing agent of the software manufacturer. Quoter shall notify the Contract Specialist/Contracting Officer immediately if this requirement is registered by a reseller with the OEM Quotes shall meet all the salient characteristics in Section 4 of this solicitation. Quotes should contain all requirements outlined in Section 3 of this solicitation. Equal to Quotes must submit Technical volume with detailed point-by-point description of how the equal to product meets all the salient characteristics of this solicitation in Section of this solicitation. Quoters submitting equal to products, shall submit Section 508 Product Accessibility Templates (PAT) in full text with their quotations. Evaluation: All quotes will be evaluated on a Lowest Priced Technically Acceptable (LPTA) basis. All quotes will be evaluated on proposed products that meet or exceed all the salient characteristics specified in Section. Section 508 Product Accessibility. Basis For Award All quotations will be evaluated on a Lowest Priced Technically Acceptable (LPTA) basis. The award will be made to the lowest price Quoter that demonstrates they can meet all the requirements of this solicitation. Failure to demonstrate meeting any of the requirements will result in a rating of technically unacceptable and will not be considered for award.
