This RFI is being used to gather market research for the FDA to make decisions regarding development of strategies for a new Ethics E-Filing System that will ensure compliance with government-wide and departmental ethics rules and regulations. Attachment A provides the System Requirements Specification (SRS) that defines FDA’s Office of Ethics and Integrity (OEI’s) current business processes, supporting systems, new system functional, non-functional, and technical requirements for the FDA Ethics Electronic Filing System. The FDA is interested in identifying whether potential recipient organizations are capable of providing the capabilities necessary to implement an Ethics Electronic Filing System commensurate with requirements indicated in Attachment A.
