The U.S. Food and Drug Administration's (FDA), Office of Acquisitions and Grants Services (OAGS), is conducting market research to support the FDA Center for Food Safety and Applied Nutrition (CFSAN) to acquire services of highly qualified scientific writers to support the production of scientific publications and abstracts. The Directors for the Office of Regulatory Science (ORS), the Office of Applied Research and Safety Assessment (OARSA), the Office of Food Additive Safety (OFAS) and the Office of Food Safety (OFS) for the Center for Food Safety and Applied Nutrition (CFSAN) have employed a number of new Scientists. As a result, there is a need for Scientific Writers to support CFSAN’s effort to increase its’ production of scientific publications and abstracts. Scientific Writer support will help to facilitate the messaging efforts of CFSAN Research Scientists. In order to implement this within ORS, OARSA, OFAS and OFS, highly qualified scientific writers are needed to develop, write, and edit content for publications and abstracts for which our scientists will be submitting their request for approval through their respective Office Directors or designees. A minimum of one writer will be needed for ORS, OARSA and OFAS in the College Park area, and a second writer will be needed for the Office of Food Safety at their Moffet Tech Center in Bedford Park, IL. The contractor shall provide two writers. One for ORS, OARSA, OFAS and one for OFS. This RFI is being issued in accordance with Federal Acquisition Regulation Part 10, Market Research. It is for information, planning and market research purposes only and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Respondents will not be notified of the results of the review. FDA is seeking information from any qualified 8(a) small business contractor that can perform the services found in the attached draft Statement of Work. Telephone inquiries will not be accepted or acknowledged, and no feedback, discussions, or evaluations will be provided to companies regarding their submissions or information received. The FDA does not intend to make a selection decision or award a contract on the basis of the submitted responses to this RFI. See attached DRAFT Performance Work Statement (PWS), which is subject to change. Interested parties are highly encouraged to review the attached DRAFT PWS and provide comments and feedback using the Tracked Changes and Comment features found in MS Word, and answer the questions provided on the attached “RFI Vendor Feedback” form.
