The U.S. Food & Drug Administration (FDA) intends to issue a Sole Source award to Thermo Electron North America LLC (“Thermo Electron”) for Preventative Maintenance Services for existing Q-Exactive Mass Spectrometer system. The Government intends to issue a sole source award in accordance with FAR 6.302-1, only one responsible source and no other will satisfy the agency requirements for the above stated service. Thermo Electron is the manufacturer of Q-Exactive Mass Spectrometer systems. Thermo Electron North America LLC, is a part of Thermo Fisher Scientific. Thermo Fisher Scientific has proprietary rights to the design and software utilized in this instrument. Thermo Fisher Scientific Field Service Engineers (FSE’s) are the only certified and factory trained engineers available to service the instruments to maintain the original operating specifications of the Q-Exactive Mass Spectrometer system. As such, supplies, accessories and parts required to service and/or upgrade the instrument can be obtained, installed, and guaranteed in the USA only from Thermo Electron. No other vendor can provide maintenance and technical support for this system. This will be a firm fixed price award. However, all responsible sources may submit a capability statement to Sarah Hussain, sarah.hussain@fda.hhs.gov in writing and must be within seven (7) days after date of publication of this notice which may be considered by the agency. A determination by the Government not to compete as a result of information received is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No phone calls will be accepted.
