The U.S. Food and Drug Administration intends to negotiate and award on a sole source basis to Evidence Partners under the authority 41 U.S.C. 1903, as set forth in FAR 13.501(a)(1)(ii). This acquisition is in support of the FDA’s CFSAN Foods Program. FDA procured from Evidence Partners a software licenses for Distiller SR. This software will be used to enhance FDA’s capability to capture and analyze information from scientific literature, report the results of systematic reviews, as well as the ability to track and monitor the scientific review process utilizing Artificial Intelligence. The FDA conducts scientific literature review for purpose of a premarket health claim review. The scientific review of health claims is critical in ensuring that the information on the food label is scientifically accurate and truthful, so that American can make healthy choices based on the evaluation of rigorous science and not misled about the health benefits of consuming a food or a food component. Under the current health claim review process, the FDA staff has been conducting scientific literature reviews manually, which is time consuming and may not capture all the scientific evidence of interest. Procuring Evidence Partners DistillerSR software will assist the FDA to manage, track and streamline the screening process and the extraction of scientific data. DistillerSR software is currently sold exclusively by Evidence Partners and there are no resellers. There is no other source that can provide maintenance, release, and software documentation for this software The period of performance for the software license is four (4) years. There is no other source that can provide maintenance, release, and software documentation for this software. The Contractor shall provide maintenance that includes product updates, patches, and professional services to support the implementation and use of the system. The NAICS code is 541512. This notice of intent is not a request for competitive quotations. However, any firm that believes it can meet these requirements may submit a written response via email to Regina R. Turner at the email address below by noon on May 15, 2020. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government. If no responses are received, the FDA will proceed with the sole source award to Evidence Partners, 505 March Road, Suite 450, Kanata, ON, Canada, K2K 6A7.
