The U.S. Food and Drug Administration's (FDA), Office of Acquisitions and Grants Services (OAGS), is conducting market research to identify capable small businesses that can provide access to an online, evidence-based clinical decision support resource. Currently, CBER maintains a subscription to UpToDate, an online resource that brings the most current scientific and medical information together in a rapidly accessible and integrated format. The current subscription allows CBER Medical Officers to log on to UpToDate 24 hours a day to look up and verify medical information. The subscription service uses topic reviews that are referenced back to the original journal articles, which were written by physicians and peer-reviewed by other physicians. The service is designed to assist medical professionals to keep up with the latest advances in medicine in their day-to-day practices. The purpose of this Sources Sought Notice is to identify small businesses (i.e., Small Businesses, SBA Certified 8(a) Small Businesses, Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, and/or Service-Disabled Veteran-owned Small Businesses (SDVOSB)) that are capable of providing the full range of products described in this SSN and the draft statement of work (SOW). Responses to this notice will be utilized for a potential solicitation for an anticipated purchase order. The anticipated period of performance for the purchase order is a 12-month base year plus 3 option years. Any small businesses with the availability and capability to meet the requirements in the attached draft Statement of Work (SOW) shall provide a response by the Response Date of this notice with the following information: - Cover Page that includes: - Company Name - Company Address - DUNS number - Socio-economic status (i.e. small, 8(a), VOSB, SDVOSB, HUBZone, SDB, WOSB, etc.) - Point of Contact (Name, email and phone number) - Capability Statement showing their ability and willingness to complete this requirement. - To achieve a thorough understanding of your agency’s capability and capacity to perform this work, please provide a short but detailed explanation for each of the questions below: What Evidence-Based Clinical Decision Support Subscription(s) can you provide to fulfill the FDA’s requirement outline in the Draft Statement of Work? Please note any additional technical considerations your company suggests critical to this procurement. Does your company provide the online subscription under any existing Federal contract vehicle(s) (e.g., GSA schedules, Government-wide acquisition contracts (GWACs), agency-specific acquisition contracts or IDIQs) that the FDA may utilize the existing contract for the requested services?
