Background The US Food and Drug Administration (FDA)’s Pacific Southwest Food and Feed Laboratory (PSFFL) located in Irvine, CA, is an ISO 17025 accredited laboratories involved in the analysis of FDA regulated products and other scientific activities in support of the agency’s public health mission. Purpose PSFFL has experienced several power surges over the years. While many of the instruments can function through these power surges, experience has shown that the Liquid Chromatography-Mass Spectrometry/Mass Spectrometry (LC-MS/MS) instruments are particularly sensitive. After one particularly strong power surge, five of the lab LC-MS/MS instruments had to have boards repaired resulting in extra cost and significant downtime. We need uninterruptable power supplies (UPS) to protect the mass spectrometers from power variations. This will allow us to limit preventable damage to these instruments and give us better uptime. PSFFL currently needs four (4) Uninterruptable Power Supplies (UPS), which include 1 UPS for an existing AB SCIEX 4000 LC-MS/MS System, 1 UPS for an existing AB SCIEX 5500 LC-MS/MS System, 1 UPS for an existing AB SCIEX 6500 LC-MS/MS System and 1 UPS for an existing AB SCIEX 6500+ LC-MS/MS System. Requirements The contractor shall supply and deliver four (4) UPS, which include 1 UPS Powervar for an existing AB SCIEX 4000 LC-MS/MS System, 1 UPS Powervar for an existing AB SCIEX 5500 LC-MS/MS System, for an existing AB SCIEX 6500 LC-MS/MS System and for an existing AB SCIEX 6500+ LC-MS/MS System for FDA/PSFFL. Trade and Service Specifications: All four (4) UPS, which include 1 UPS for an existing AB SCIEX 4000 LC-MS/MS System, 1 UPS for an existing AB SCIEX 5500 LC-MS/MS System, 1 UPS for an existing AB SCIEX 6500 LC-MS/MS System and 1 UPS for an existing AB SCIEX 6500+ LC-MS/MS System must be new. They should not be used, refurbished or previously used for demonstration. All four (4) UPS must be warranted for parts and labor for 12 months from the date of formal government acceptance. The vendor must also be capable of servicing the instrument through the covered warranty period. All four (4) UPS shall include at least a one (1) year warranty and shall include at a minimum: coverage on all non-consumable items and parts supplied including base instrument, factory-certified replacement parts, engineer labor and travel costs.
