Outreach and Communications Digital Engagement System (OCDES)
The Centers for Medicare & Medicaid Services (CMS) seeks to extend its current contract for the govDelivery Outreach and Communications Digital Engagement System (OCDES) by adding two 12-month option periods. The system is highly customized with complex workflows, integrations, and data transfers linked to multiple CMS websites and initiatives like Medicare's authenticated experience (MAX). Rebuilding these custom features would be time-consuming, require multiple contractors, and pose risks to CMS's outreach goals. The system is critical for sending billions of emails, generating leadership reports on beneficiary engagement, and supporting integrated platforms like the Beneficiary Experience Data Analytics Platform (BEDAP). The primary objective is to negotiate the extension to maintain these essential services without disruption.
