The Office-wide ISO is just one of several Office solicitations. Thus, each ISO has a targeted area of interest, may request submission of abstracts and/or proposals and will contain instructions informing potential performers how to properly submit a responsive abstract and/or proposal against the appropriate solicitation. Further, ARPA-H will leverage its broad acquisition authorities to create a fair and efficient process to solicit, evaluate, and select revolutionary ideas to achieve better health outcomes for all Americans. The Office-wide ISOs will award Other Transactions and Cooperative Agreements; therefore, the Federal Acquisition Regulations (FAR) is not applicable to Office-wide solicitation nor subsequent awards. This announcement includes DRAFT Office-wide ISOs for each ARPA-H Mission Office (HSF, PHO, RSO and SSO). Please note, abstract and proposal responses shall not be submitted against these DRAFT solicitations; thus, if an abstract or proposal is received against the DRAFT solicitations, the abstract and/or proposal will be discarded.
