INTRODUCTION The US Department of Health and Human Services (HHS), Administration for Community Living (ACL) wants to identify viable small businesses that are capable of fulfilling the objectives of this requirement. This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. PURPOSE AND BACKGROUND The purpose of this requirement is to develop a replacement for ACL’s data presentation website called the AGing, Independence, and Disability Program Data Portal (AGID). The objectives for this work include: reviewing, prioritizing, and validating system requirements; proposing and upon approval developing a user friendly interface that allows easy access to ACL program data (front end); proposing and upon approval developing technical solutions to load and transform aging and disability program data, and other demographic data stored in the ACL Data Lake; developing and presenting minimal viable product(s) that, upon review and approval by ACL, will be developed into services and applications to be released into production; developing technical assistance materials for users of AGID, ACL staff supporting AGID, organizations providing data for use in AGID, and contractors operating, securing, and enhancing AGID; and preparing the services and applications developed for AGID, and all documentation and technical assistance materials for transfer to ACL at the end of the period of performance of the contract. Prior to the end of the period of performance of the contract, ACL should have a fully operational data presentation website and supporting applications and services that meet or exceed ACL requirements and customer expectations, meets all Federal accessibility, security, and privacy requirements, with complete documentation for AGID users, ACL staff supporting AGID, organizations providing data for use in AGID , and contractors operating, securing, and enhancing AGID.
