The Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) is responsible for the care and placement of UC transferred from the Department of Homeland Security. ORR has identified an urgent need for the temporary Influx Care Facility (ICF) located on the Ft. Bliss military base. This Firm Fixed Price contract was awarded in March 2021 to Rapid Deployment, Inc. (RDI) on an urgent and compelling basis. Facilities and Infrastructure necessary to safely house Unaccompanied Children (UC) when capacity in ORR’s network of state-licensed beds has been exceeded. Direct Care of UC including all personnel, services, and resources necessary to provide for the care and supervision of UC housed at the ICF.
