Over the past several years there have been multiple Distributed Denial of Service (DDoS) attacks aimed at disrupting HHS’s service. The attacks have been a major threat to Network security. In each case, severe cyber-attacks flooded the NIH network from multiple locations which caused outages, disruptions to the agency’s internet connection, its operations and, increased the resources required to trace and track of the cause.
