The Centers for Disease Control and Prevention (CDC) intends to solicit and negotiate a sole source contract modification with The Trustees Of Columbia University In The City Of New York (“Columbia”), 630 W 168th St Fl 4, New York, NY, 10032. This modification will add an additional year of performance to an existing contract, contract no. 75D30121C12706, from September 1, 2023, through August 31, 2024. During the additional year of performance, the contractor will continue its existing tasks to prospectively enroll and follow hospitalized patients with neurological signs/symptoms and/or conditions and control patients; this will include patients with SARS-CoV-2 infection and patients who are recent COVID-19 vaccine recipients. This project aims to prospectively follow these patients for outcomes related to neurological signs/symptoms and/or conditions. Additionally, this modification adds a new task for the contractor to assess for potential neuroradiologic correlates to objective neurologic and neurocognitive dysfunction in patients following SARS-CoV-2 infection / COVID vaccination and obtain brain and spinal neuroimaging on a select subset of patients. The objectives of this research are to define the clinical features and outcomes of neuro-COVID; assess the laboratory features of acute neuro-COVID; and assess any neurologic adverse events possibly associated with COVID vaccines. This notice is provided in accordance with FAR 5.203(a). The authority permitting other than full and open competition is FAR 6.302- 1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Columbia previously conducted a retrospective cohort investigation into the neurologic manifestations of COVID, which successfully identified the most frequent neurologic complications of COVID, the basic laboratory parameters of such neuro-COVID patients, and discharge dispositions/immediate outcomes. Columbia has been an established collaborator of the CDC neuro unit since 2020. Following this cohort investigation, in September 2021, Columbia was awarded CDC contract no. 75D30121C12706 to prospectively enroll and follow hospitalized patients with neurological signs/symptoms and/or conditions and control patients, including include patients with SARS-CoV-2 infection and patients who are recent COVID-19 vaccine recipients. The project aim was to prospectively follow these patients for outcomes related to neurological signs/symptoms and/or conditions. Columbia University is uniquely suited to perform the additional year of this project contemplated by this action. Columbia has the study protocol and project plan, Institutional Review Board approval, systems, trained personnel, enrolled subjects, and databases to immediately continue the project with no transition or startup period. Another entity would require significant start up time and costs that would delay the start of this project extension and increase the Government’s costs. Additionally, Columbia has the experience, staff, expertise, equipment, and existing study components to add the new brain and spinal neuroimaging component to the study. Furthermore, Columbia serves a population vulnerable to COVID (older, ethnic minorities, socioeconomically vulnerable) and has the academic center support for data and specimen collection and analysis. The deadline for submissions is June 5, 2023, at 4:30pm Eastern time. The Government will review any/all information submitted to determine if other responsible sources exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement.
