THIS IS A PRESOLICATION NOTICE ONLY - The Health Resources and Services Administration (HRSA), Health Systems Bureau is planning to issue a solicitation to provide the services required by the Ambulatory Care Program. The legislative authority for the National Hansen’s Disease Programs (NHDP) is Public Law 99-117, Section 2. (a.), Section 320, and is guided by Department of Health and Human Services (DHHS) regulations. The Ambulatory Care Program was initiated in 1981 as a consequence of the closing of United States Public Health Service (U.S.P.H.S.) hospitals. Historically, persons with Hansen’s Disease (HD) were provided care by those facilities in the United States (U.S.). In order to continue the mandate of the legislative authority, a contracted care program was developed to provide these services in communities where the majority of people with HD live. The solicitation will be issued as full and open with a period of performance of six (6) months plus four twelve-month option periods. The Government intends to issue a solicitation on or about February 15, 2023. The anticipated contract type will be firm fixed price/cost hybrid. The required services will be procured in accordance with FAR Part 15 - Contracting by Negotiation. The purpose of this contract is to provide HD diagnosis, screening of contacts, outpatient treatment, case management, and follow-up of persons diagnosed with Hansen’s Disease. The Government intends to issue multiple contracts to Ambulatory Care Clinics across the U.S. and territories. The North American Industrial Classification System (NAICS) code for this acquisition is 621999, and the size standard is $20.5M.
