The Health Resources and Services Administration (HRSA) is contemplating issuance of a purchase order pursuant to Federal Acquisition Regulations (FAR), Part 13.106-1(b) on a sole source basis with Leica Microsystems, 1700 Leader Lane, Buffalo Grove, IL 60089. The purpose of this requirement is for a service maintenance agreement for one (1) each ASP300 Automated Vacuum Tissue Processor, one (1) each CM1950 Cryochamber and one (1) each TP1020 Semi-Enclosed Benchtop Tissue Processor located at National Hansen’s Disease Program Laboratory Research Branch and Clinical Branch Lab in Baton Rouge, LA. The service agreement shall include preventative maintenance, routine maintenance, and emergency maintenance; as well as on-site software updates, remote technical support and monitoring. Leica’s network of field service engineers and Exclusive Regional Dealers (ERDs) are the only authorized source of factory trained service engineers to service and repair Leica Biosystems Division equipment. There are no ERDs in the Baton Rouge, Louisiana region. Leica Microsystems is the only known source capable of providing the required maintenance services. The anticipated period of performance is August 1, 2022 through July 31, 2023 with four 12-month option periods. The proposed simplified acquisition action is for supplies or services for which the Government intends to solicit and negotiate with Leica Microsystems under authority of the Federal Acquisition Regulations (FAR), Part 13.106-1(b).
