The Health Resources and Services Administration (HRSA) is contemplating issuance of a purchase order pursuant to Federal Acquisition Regulations (FAR), Part 13.106-1(b) on a sole source basis with Life Technologies Corporation, 5781 Van Allen Way, Carlsbad, CA 92008. The purpose of this requirement is for a service maintenance agreement for five (5) each 7500 FAST Real Time PCR Systems located at National Hansen’s Disease Program Laboratory Research Branch and Clinical Branch Lab in Baton Rouge, LA. The service agreement shall include preventative maintenance, routine maintenance, and emergency maintenance; as well as on-site software updates, remote technical support and monitoring. Life Technologies Corporation (A part of Thermo Fisher Scientific) is the Original Equipment Manufacturer and only organization that provides services related to maintenance and repair of the 7500 FAST Real Time PCR Systems. Only Thermo Fisher Scientific’s personnel possess the requisite product knowledge and specialized training to provide such services. Life Technologies only uses replacement parts that have been certified to their original manufacturing specifications. In addition, major subassemblies and other certified replacement parts can only be ordered and obtained through a field service engineer from Thermo Fisher Scientific and are not available for purchase separately. Thermo Fisher Scientific does not authorize any third-part service provider to perform any maintenance and repair on Applied Biosystems, Invitrogen, and Ion Torrent instruments. Therefore, Life Technologies Corporation is the only known source capable of providing the required services. The anticipated period of performance is April 20, 2022 through April 19, 2023 with four 12-month option periods. The North American Industry Classification System (NAICS) for this requirement is 811219 - Other Electronic And Precision Equipment Repair And Maintenance. The proposed simplified acquisition action is for supplies or services for which the Government intends to solicit and negotiate with Life Technologies Corporation under authority of the Federal Acquisition Regulations (FAR), Part 13.106-1(b). All responsible sources may provide a statement of capability, which must be received within 15 days after the date of publication notice.
