INTENT TO AWARD A SOLE SOURCE. The U.S. Department of Health and Human Services (HHS), Program Support Center (PSC), Real Estate, Logistics, and Operations (RLO), through the PSC, Acquisition Management Services (AMS), intends to negotiate on a sole source basis with SP PLUS Corporation, 200 E Randolph Street, Suite 7700, Chicago, IL 60601, for two hundred (200) unreserved parking spaces located at 7700 Wisconsin Ave., Bethesda, MD. The statutory authority is 41 U.S.C. 3304(a)(1), as set forth in Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. RLO requires 200 parking spaces for PSC employees stationed at the 7700 Wisconsin Ave., Bethesda, MD facility. Access will be granted via the employee’s building access card. RLO requires 24x7x365 access within .25 miles of 7700 Wisconsin Avenue. The location of the parking spaces must meet proximity and quantity requirements. The anticipate start date is April 1, 2021. The period of performance will be for one 10-month base period and four 6-month option periods. The government intends to negotiate on a sole source basis with SP PLUS Corporation pursuant to FAR 6.302-1. THIS IS NOT A SOLICITATION FOR COMPETITIVE PROPOSALS. NO SOLICITATION IS AVAILABLE; THEREFORE, REQUEST FOR SUCH DOCUMENT WILL BE CONSIDERED INVALID RESPONSES. All responsible sources that have determined they can provide the 200 spaces, inclusive of proximity requirements, may submit a capabilities statement. Capabilities statements should clearly indicate business size. The email subject line must reference Solicitation No. 75P00121Q00023 – Parking for 7700 Wisconsin Ave. All responses are due by March 12, 2021 at 5:00 pm Eastern Time and sent to Mark.Domingo@psc.hhs.gov. A determination by the Government not to compete this proposed contract is solely within the discretion of the government.
