NIH MULTIPLE-AWARD CONSTRUCTION CONTRACT (MACC) FOR GENERAL CONSTRUCTION SERVICES
NIH anticipates a multiple-award IDIQ construction contract (MACC) for general construction, alteration, repair, and maintenance supporting its Office of Research Facilities, with work issued through individually competed task orders. The anticipated aggregate ceiling is $3 billion across all contracts over an eight-year ordering period, with individual task orders generally firm-fixed-price, an anticipated maximum task order value of $800 million, and a $1,000 guaranteed minimum per contract. Work may be performed at NIH campuses in Bethesda, Frederick, and Poolesville, Maryland; Research Triangle Park, North Carolina; and Rocky Mountain Laboratories in Hamilton, Montana. NIH anticipates up to 20 IDIQ awards—about four unrestricted/full-and-open and about sixteen under small-business reserves (HUBZone, WOSB, SDVOSB, and 8(a))—with minimum bonding requirements of $100 million single/$300 million aggregate for unrestricted and $3 million single/$10 million aggregate for small-business reserves. The RFP is anticipated on or about October 29, 2026, and organized seed-project site visits are anticipated on November 9, 2026.
