This is a non-personnel services blanket purchase agreement (BPA) to purchase natural gas for the cogeneration plant at the NIH Bethesda campus at prices specified by the by the Technical Monitor using the NIH mathematical model. The contractor shall purchase uninterruptable natural gas at the price, volume and for the duration specified by the Technical Monitor via email or text message. The Technical Monitor will respond to the contractor within 1 hour with a written notification via email or text message to purchase the natural gas. The contractor shall lock the price within 10 minutes. The administrative fee charged by the contractor to NIH shall not exceed $0.031 per dekatherm of gas purchased.
