The National Institutes of Health (NIH), Office of Research Facilities, Office of Acquisitions intends to award a sole source firm fixed price purchase order to American Mechanical Services of Maryland, L.L.C. for the purchase of custom centrifugal refrigeration unit oil conversion parts. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is not a request for competitive quotes. NIH Chiller Plant is comprised of twelve 5,000 ton centrifugal refrigeration units, commonly referred to as chillers. The chillers provide an efficient way of transferring heat via refrigerant gas and condensing water between the evaporator and condenser units. The condensers expel heat to the atmosphere through the use of cooling towers. The chillers generate a maximum of 60,000 tons of chilled water at 240,000 gallons per minute. This requirement is for parts that are custom designed to fit the unique specifications of the oil conversion equipment of CHWP-22-25. The conversion equipment is being designed and installed by American Mechanical Services of Maryland, who are therefore uniquely designed to ensure that the parts are compatible with the custom system. The NAICS code is 238220 with a small business size standard of $16.5M. American Mechanical Services of Maryland, L.L.C. is the only provider with intimate knowledge of the design specifications for the oil conversion equipment. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) – Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties that believe they could satisfy the requirements listed above may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
